what does it mean "current enclosed in a loop" when a straight wire carry current I?
How does current get inside a closed loop?

Loop means the cross sectional area,
If we draw a circle around the wire, this is called the cross sectional loop around the wire, form which current passes through i.e. perpendicular to the plane of loop.
