The fourth five year plan of India focussed on paper industry, pharmaceutical industry, motor-tractor industry, leather goods, textile industry, food processing industry, oil, colour, and sugar industries. The Industrial Licensing Policy of 1970, treated all factories which required an investment of more than 5 crore as heavy industries. Big industries and foreign companies were allowed to invest in certain heavy industries. As a result of this, by 1972, 3 lakh 18 thousand small industries were registered with the government registration office.
