Pressure is built up in a plant system when the water enters the plant cell due to process of diffusion against the cell wall.
It also makes the cell turgid and increases the pressure potential of the cell.
Pressure potential is generally positive.
If a pressure greater than the atmospheric pressure and is being applied to pure water or a solution, then its water potential increases which is then equivalent to pumping water from one place to the another.
