Atmospheric pressure at a particular height is almost the same for all the things at that height. As air is blown between the hanging balloons, the air pressure in that region decreases as the speed of the air particles increases as summarised by Bernoulli's principle. Therefore, the other region naturally becomes a high-pressure region and pushes the balloon towards each other.
