Goose-flesh is the non-permanent state of the skin due to the cold or excitement.
This condition is brought about by the muscle contraction in between the base of the hair follicle and outer dermis.
The muscle that contracts is the arrector muscle also called erector.
The contraction of the muscle leads to the pulling of hair from one end.
This results in lifting of hair in a vertical position.
