Controlled nuclear fission is a nuclear fission reaction in which one fission results in only one more fission.
If the number of neutrons available for fission remains constant (at one per fission) throughout the reaction, will it proceed at a steady rate? This is accomplished by removing the excess two neutrons, leaving only one neutron available for subsequent fission.
As a result, a fission reaction will only reach a steady-state if one fission causes only one further fission.
