Linguistic states mean that the states are divided on the basis of their regional languages. This is because India has many languages. So, for better and apt administration, the regions are divided on the basis of languages.

For example languages like Bhojpuri, Magadhi, Bundelkhand, Chhattisgarhi, Rajasthani, Bhili and many others were grouped together under Hindi. Even after this grouping, the Census found 114 major languages.

The State Reorganisation Act

Originally, the grouping of states was done on the basis of political and historical events. However, in 1956 based on the Fazal Ali commission recommendation,
The State Reorganisation Act was passed in 1956 which resulted in the creation of 14 states and 6 union territories. The most remarkable recommendation was the establishment of linguistic states to reorganise states on the basis of accommodation of their languages to prepare a uniform base for the nation the government started to reorganise the states on a linguistic or cultural basis. This linguistic reorganisation has strengthened the unity of the country but has put forth some challenges as well.
