What is meant by 'negative and positive charges are equal in magnitude , so the atom as a whoke is neutral' ?

An atom is said to be electrically neutral because the positive charge is balanced by negative charge as the no.of positive charges are equal to no.of negative Charge.
Negative and positive charges are equal in magnitude means with out considering the charge the number of electron and proton is same in an atom.But electrons are negatively charged and protons are positive.when number become same the charge is cancelled and atom get neutral.
