Operation Blackboard is a centrally funded program that was launched in 1987 soon after the 1986 Rajiv Gandhi National Education Policy was released to provide all primary schools in the nation with the minimum required necessary services.

The purpose of the scheme is to provide the requisite institutional equipment and educational material for students studying in primary organizations to improve their education.

Operation Blackboard – Measures taken to Improve Implementation

  • State Governments will make provisions for replacement of broken equipment.
  • Operation Blackboard will be an integral part of micro planning.
  • To have a positive impact on girl students retention and enrolment, at least 50 percent of the appointed teachers will be women.
  • With the help of specially designed training programmes for teachers, teachers will be trained to use Operation Blackboard teaching materials.

Revised or Modified Operation Black Board

  • In upper primary schools different facilities will be provided like grants for replenishment of items, repairs etc.
  • Every section/class should have at least one teacher.
  • For each class or section there should be atleast one room.
  • Providing library, essential teaching equipment.
  • Segregation of toilets for boys and girls.
  • As per enrolment requirements, providing three rooms and three teachers.
  • Covering Operation Blackboard with special emphasis on schools in SC/ST areas.
  • As per the scheme, State Governments provided the funds replacement and contingency funds, the state governments would mobilize resources building toilets, room for headmaster, office, school buildings.
  • The Central Government would provide funds for teachers’ salaries and equipment.

Timeline of the Scheme

  • As per the timeline provided by the Operation Blackboard scheme, all schools would be covered by year 2000.
