What is the actual reason for unlike charges being attracted to each other and like charges being repelled?

There is no reason for it. Scientists consider it as a fundamental property of nature. Actually, 'like' and 'unlike' charges are defined on the basis whether they repell or attract. All charges with similar fundamental properties of one kind were called positive charges and charges with similar properties of another kind were called negative charges.
