Consider more than half (space occupied) as $1\text{sq mm}$, less than half as $0\text{sq mm}$, and half as $\frac{1}{2}\text{sq mm}$,

Number of complete squares occupied (green colour) $=17$
Number of more than half-square occupied (yellow colour) $=8$
Number of exactly half-square occupied (blue colour) $=3$
Number of less than half-square occupied (red colour) $=11$

So, area of the figure above
$=17\times 1+8\times 1+3\times \frac{1}{2}+11\times 0=17+8+1.5+0=26.5\text{sq mm}$
