First step is the bromination of nitrobenzene, NO2 is a meta directing group so meta-bromo product is formed. Second step is reduction of NO2 to NH2 group by Sn/HCl reagent. In third step, amine undergoes diazotisation reaction to give diazonium salt followed by reaction with CuBr to give the desired product.
