What is the dichotomy about the causes of environmental degradation in India?

The rich class blames the poor for environmental degradation by claiming that they misuse resources. They use cow dung cakes and firewood for cooking which pollute the environment. They have larger families causing increased pressure on natural resources and they do not have proper sanitation facilities so they pollute the environment.

On the other hand, poor claim environment is getting degraded because of the rich owing to extensive industrialisation and other activities that pollute the environment.
