A fraction (from Latin fractus, "broken") represents a part of a whole or, more generally. any number of equal parts.
The main difference is in the definition, the fraction is a part whereas a rational number is the result of the fractionning.
$\frac{2}{3}$ Is a fraction.
$3=\frac{6}{2}$
3 is a rationnal number
