Solution

Herbs: Herbs grow up to 1.5 metre tall. Their stems are green and flexible.
Example: Grass, coriander.

Shrubs: Shrubs grow close to the ground up to 3 metres. They have a thick and hard stem.
Example: Hibiscus, rose.

Trees: Trees grow very tall. Their stem, or trunk, is very hard and strong. They bear flowers and fruits for many years.
Example: Mango, gulmohar

No, not all of the plants are flowering, as many of them do not bear flowers.
