The main difference between the Indian and Pakistani governments is that in India, the army is subservient to the civilian democratically elected government. But in Pakistan, the army is much more powerful and has the final say in matters of defence and foreign affairs. It can even overthrow the civilian government if it perceives that the civilian government is going against the army.
