the emf (electromotive force) is the voltage developed by the source of electrical energy in a circuit. This could be, for example, a battery, solar panel, rectifier or generator.

The potential difference usually refers to the voltage drop across the circuit elements. So it is an indication of the energy being dissipated in or stored by the circuit elements. This energy is being supplied by the emf source
