If an atom has highest quantum number 4, then possibllr n value are 1,2,3,4
Now, maximum number of electrons in an energy level is given by 2n​2
Therefore, for n=0, maximum no. of electrons =2(1)2=2
For n=1, maximum no. of electrons =2(2)2=8
For n=3, maximum no. of electrons =2(3)2=18
For n=4, maximum no. of electrons =2(4)2= 32
Therefore, total no. of electrons =2+8+18+32=60
