The given arrangement can be reframed as shown
From the FBD of the block we have
N=mg+Fv=3g+Fcos30
N=(103+3F2) N
As we have to find out the maximum value of applied external force F, the friction force acting on the block will be limiting in that case.
limiting friction will be given as
fmax=μN=(123)(103+3F2)
fmax=5+F4

Now, from the equation of the force in the horizontal direction, we have
FH=fmax Fsin30=5+F4
F2=5+F4 F=20 N
