When excess calcium hydroxide is added to limewater, a suspension of calcium hydroxide particles is formed, which gives the solution a milky colour. The common name is, therefore, milk of lime.
If the pH value of a given solution is more than 7 then given solution is a base. If the pH value of the solution is less than 7 then the given solution is an acid. If the pH value of the solution is equal to 7 then the solution is neutral. Milk of lime is an alkali solution of Ca(OH)2, therefore, the pH value of milk of lime will be greater than 7.
