A galvanometer generally has low resistance and very sensitive equipment. There are so many types of it like moving coil, suspended coil, tangent galvanometer, sine galvanometer etc. It responds to low current or voltage. It has a full scale deflection at very low terminal pd. But a voltmeter is designed with high resistance that takes low current for fsd. It can be prepared introducin a high resistance in series with a galvanometer. Just it needs some manipulation of attaining the fsd at the required voltage. i think no difference in measuring strength of current and measuring electric current.Unit of strength of current is same as unit of current which is ampere.
