I do not think there is any record in history of any announcement by Tsar Nicholas II before the "Bloody Sunday". In fact, the Tsar was not even present in his palace during this incident. The events of Bloody Sunday happened on January 30, 1905, when soldiers fired upon unarmed demonstrators led by Father Georgy Gapon ​ as they marched towards the Winter Palace to present a petition to Tsar Nicholas II.
