Dear student. Under the Inland Emigration Act of 1859 , plantation workers were not allowed to leave the tea gardens without permission, and in fact they were rarely given such permission . Tea plantation workers of Assam having heard of Gandhi's call for non cooperation defied the authorities , left plantations and headed home. Regards
