What was the issue between the first president and prime minister of India and how it affected the forming of a national government?

Dear Student,

a. With regard to formation of national government, Congress won the landslide victory and was in majority .
b. Pt. Nehru rather became the first democratically elected Prime Minister of the Country.
c.Clash of interests and issues between two highest Political offices have always been part of our Democracy.
d. There were indeed issues between Dr. Rajendra Prasad and Pt. Nehru was with regard to their respective powers and roles.
e. While the President sought to act independently and contended that the President was not bound by the advise of the council of ministers ,and that Dr. Prasad stated in debates that council is to only aid and advise the President and that there is no specific provision in the Constitution that makes that advise binding.

f. Dr. Prasad also sought to act independently on other matters , for instance with regard to veto of bills, the Prime Minister differed on these issues.
g. Further, both had their reservations on many bills like Hindu code bill, when the President refused to sign the bill
h. The issue was highlighted with the intervention and advise of the Attorney General, Setalwad.

Later however, with constitutional amendment it was provided that the President has to act in accordance with such advise.
