What we are not able to burn a piece of wet paper?

When a paper is dipped in water, the water molecules cuts the supply of oxygen by forming a layer. In the absence of oxygen the paper is not able to burn. However if we keep providing it the heat, the water will turn into water vapours and then we can burn the paper.
