Robespierre's reign between 1793-1794 was called 'Reign of Terror' because he followed a policy of strict control and punishment. All those who did not agree with his methods – were arrested, and then tried by a revolutionary tribunal and if the court found them ‘guilty’, they were beheaded.
Robespierre’s government issued laws placing a maximum limit on wages and prices.
Meat and bread were rationed.
Peasants were forced to carry their grain to the cities and sell it at prices fixed by the government.
The use of expensive white flour was banned; all citizens were required to eat a bread loaf made of whole wheat.
Equality was also practised in the form of speech and the way people were addressed. Instead of the traditional Monsieur (Sir) and Madame (Madam), all French men and women were henceforth called Citoyen and Citoyenne (Citizen).
Churches were closed and their buildings were utilised as barracks or offices.
They were so severe that even his own supporters asked for moderation in some policies.
