At boiling point the vapour pressure of a liquid is equal to the atmospheric pressure. The boiling point of water is 1000 C. This means that at 1000 C, the vapour pressure of water is equal to atmospheric pressure, which is 1 atm.

Now we know that atmospheric pressure decreases with altitude. Thus at higher altitudes, the atmospheric pressure will be lower because of which water will boil at a temperature lower than 1000 C
