In 1st step, cyclic alkene is oxidised by dil ${K M n O}_{4}$ to give $1, 2 -$ diol which on further oxidation give diketone through bond breaking. In presence of ${O H}^{(-)}$ , $C$ become cyclised to give $E$ .
