Let original length & bredth of rectangle be $L$ & $B$

$\Rightarrow 2(L-5+B-5)=26$

$\Rightarrow 2(L+B-10)=26$

$\Rightarrow 2(L+B)=46$

$\Rightarrow L+B=23$
