when a body is at rest then upward force is $N$ and downward force is weight $(m g)$ of the body.
according to newton's second law of motion net force in any direction is equal to product of mass and acceleration of the body. i.e. $F = m . a$
and for our body which is at rest net acceleration in upward direction is zero.
so $N - m g = m (0)$
so $N = m g$
