when a body is at rest then upward force is N and downward force is weight (mg)of the body.
according to newton's second law of motion net force in any direction is equal to product of mass and acceleration of the body. i.e. F=m.a
and for our body which is at rest net acceleration in upward direction is zero.
so Nmg=m(0)

hence the above statement is true.
