Let the initial angular velocity of the fan be ω
Its angular velocity when the fan makes 36 rotations (Given ω1=0.5ω ) using
ω22ω21=2αS
where S=2π(36) radian
(0.5ω)2ω2=2α×2π(36)4πα=0.75ω236

Let the fan makes n more rotations before coming to rest.
Using ω23ω22=2αS
0(0.5ω)2=2α(2πn)

(or) 0.25ω2=0.75ω236×n
n=12
