As per question,

$m$ is divided by $5$ and add to $8$ gives $8+\frac{m}{5}$.

And is equal to $3m$ subtracted from $4$ i.e. equal to $4-3m$.

Then $4-3m=8+\frac{m}{5}$

$\Rightarrow 20-15m=40+m$

$\Rightarrow 20-40=m+15m$

$\Rightarrow -20=16m$

$\Rightarrow m=-\frac{5}{4}$
