When we charge a cell, the set of chemicals (call it set A) gets converted into another set of chemicals (call it set B). When this conversion is complete, we say that the cell is charged. Electrical energy is now stored in form of chemical energy. If we charge the cell further, it will only heat up the cell.
During discharge process, when we draw current from the battery, the reverse chemical reactions start. That is, set B of chemicals start getting converted into set A. In the process, chemical energy is getting converted into electrical energy. You can draw current till the conversion of chemicals is complete. Beyond that current will cease.
Each kind of cell has a unique set of chemicals and electrodes and a unique emf. With constant research and development in this field, we may have new kinds of cells in future.
