Sodium chloride conducts electricity only when dissolved in water or is melted, as sodium chloride dissociates into its constituent sodium and chloride ions, thus it has free ions which are responsible for the flow of current.But in powdered sodium chloride, sodium and chloide ions are strongly held by electrostatic force of attraction and has no free ions, hence it does not conduct an electric current.
