When high speed wind blows over the umbrella it creates a low pressure region because particles have high speed (moves fast) which is why they exerts less force over the umbrella, i.e., less pressure.
Now, the pressure below the umbrella is much more the pressure above it and hence it upturns umbrella.
Hence increased wind speed is, indeed, accompanied by a reduced air pressure.
