When a magnetic needle shows deflection when placed near a conductor, that means the current is flowing through the conductor.
In this case, we placed a magnetic needle in a solution, and now dipping the free ends of a tester into the solution completes the circuit, and then we see deflection in the magnetic needle.
That means current is flowing through the solution or we can say that the solution is a conducting solution.
As current flows through the solution it creates a magnetic field around it, which deflects the magnetic needle.
