Samir celebrated his 22nd birthday on 16th April 1999, which means he was born on 16th April, exactly 22 years before this day.

So, 1999 - 22 = 1977

Hence, he was born on 16th April 1977.

From Statement II,

Sudha celebrated her 18th birthday recently, and since Samir was three years older than her, Samir's age must be 21 years or more.

But, through this statement we can not say anything about When was Samir born.

Thus, Option A is correct as the data in Statement I alone is sufficient to answer the question, while the data in Statement II alone is not sufficient to answer the question.
