When we are on a moving train, we see that our surrounding is moving. So who is at rest and who is in motion?

Motion is always relative. When you are sitting on a moving train, every thing in the train is moving with the same velocity as that of the train. For you, everything inside the train is at rest. However, the objects outside are in motion with respect to you. They will appear to be moving backwards with a speed equal to that of the train.
