The Inspector has come to investigate the theft of De Levis's money. He has come from the New Market police station. The Inspector has fixed the time of theft between 11:15 and 11:30. He was sure of the timing because of two reasons: first, De Levis has gone to the bathroom after putting his watch under the pillow which shows 11:15 as the time and second, Winsor told the Inspector that De Levis came to him informing him of the theft at half-past eleven.
