To prevent agitation against the Montague-Chelmsford Reforms, Justice Rowlatt introduced Bills in February 1919 that came to be called as the Black Bills. These Bills allowed the police to search any place and arrest any person without a warrant. The person could be kept in police custody without trial for an indefinite period, and the accused was deprived of any rights of appealing to a higher court. Upon passing, the Act came to be called the Rowlatt Act of 1919.
