The calorific value of P is $\frac{1000}{1}$=1000$\frac{kJ}{kg}$. Similary, for Q, R and S it is 500$\frac{kJ}{kg}$, 333.33$\frac{kJ}{kg}$ and 250$\frac{kJ}{kg}$ respectively.

Since, P has the highest calorific value, so, it will be preferred as a fuel.
