Birkenhead, the Conservative Secretary of State for India claimed that Indians were incapable of framing a Constitution acceptable to all. In response to this, a report was finalised in the All Parties Conference held in 1928 at Lucknow under the leadership of Motilal Nehru. This came to be known as the Nehru Report.
