Birkenhead, the Conservative Secretary of State for India claimed that Indians were incapable of framing a Constitution acceptable to all. In response to this, a report was finalised in the All Parties Conference held in 1928 at Lucknow under the leadership of Motilal Nehru. This came to be known as the Nehru Report. This report recommended- dominion status within the British Empire, reservation of seats for Muslims at the centre and in provinces, federal setup for India by linking up the Princely States with British India, Universal Adult Suffrage and equal rights for women.
