The Congress did not want to offend the Sanatanis who were conservative high caste Hindus by making the untouchables or Dalits a part of the Civil Disobedience Movement. Hence, Dalits were ignored for long in political movements. It was due to this attitude of the Congress which did not allow untouchables to participate in the Civil Disobedience Movement.
