1 kg of steam contains more heat than 1 kg of water because more heat is needed to convert water into steam. The heat needed to convert water to steam is the latent heat of vaporization. So the steam at 100C contains more heat due to the energy it received as latent heat of vaporization to change the state from water at 100C to steam at 100C.
