Due to its small size Fluorine's hydration energy is very high.

Enthalpy of dissociation of F2 is lower than Cl2 due to large electron-electron repulsion in fluorine.

These two factors contribute to high positive electrode potential of F2 compared to Cl2.

Hence F2 is a stronger oxidising agent.
