Ag+ is a stronger oxidizer than Cu2+, which would make Tollens reagent a better reducing agent than Fehlings reagent. This is supported by the fact that Tollens reagent reacts with both aliphatic and aromatic aldehydes, whereas Fehlings' does not react with aromatic aldehydes.
