When ice gets converted into liquid at the same temperature it requires heat which is known as the latent heat of fusion. So ice at the same temperature can absorb more amount of heat Than water at the same temperature. So ice can have more cooling effect than water. So ice is cooler if ice and water both are at the same temperature.
Now among steam and boiling water, boiling water requires latent heat of vapourisation to get converted into steam. So steam has more heat as compared to water at the same temperature. Hence steam is hotter.
