Atoms are made up of three particles: protons, neutrons and electrons. The protons and neutrons are made up ofmany quarks and gluons. Electrons themselves are fundamental. The smallest unit is not the atom, there are several subatomic particles, and nobody designed any of them.
So particles are smallest.
