If you meant a pinched balloon ,

The balloon was filled with air and when the it is punctured the air comes out and the balloon rises.

The product of mass and velocity is called momentum, p = mv .

The mass of balloon decreases and consequently the velocity increases as the momentum remains conserved for a given system.

Or

If the balloon is filled with gas less denser than the air , it will rises .
